For a long, workers have been most decisive, common and controversial part in every field of our economy. But in some case few of them who could not be identified properly and justified are treated as unprotected or misery or unorganised worker. Moreover they have not been able to organise in pursuit of a common objectives because of some major constraints such as ignorance, illiteracy, misery, slavery & degradation conditions of the working class. They are deprived to get legislative protection within their working areas.

In our country, the unorganised workers can be found out in few major categories of employment such the contract labour, construction jobs, casual work, agricultural workers, small scale industrial, shops & commcrctal houses, transport & godown workers, khalasies, cleaner, bidi & tabacco workers, sweepers & scavangers, tribal labour, artisans, child & women & all the unprotected workers. It can be said that the benefits & protections available to the unorganised workers within the purview of the various laws tend to vary from industry to industrv, unit to unit, area to area and even from one categoty of labour to another employed in the same industry.

Here, it may he pointed out the unregulated entry and miserable & painful conditions of the unorganised working class which caused to exploitation & chaotic labour conditions at different sphere of employment activities. These workers employed in various concerns belong to purely unskilled and temporary workers categories. In the absence of an effective wage regulating machinery, the unorganised workers is generally paid wages below the rates prescribed for regular workers in the concern. In respect of the casual workers belong to small industrial units shops & commercial houses. who are deprived to get all the benefits & privileges such as payment of fair wages, hours of work, welfare amenities, social security & better job opportunities as in most of the cases they have been discontinued from their employment. In the contract jobs pertaining most of the construction operations are in short term with a seasonal pattern of work due to climate conditions. In some cases there have been various complaints about non payment, short payment, short measurement of work done and hard deductions. In the small industrial units like bidi, carpet, plastics, cotton processing, warehousing & tractor compressers are prevailing unhealthy & unpleasant working conditions as well as unsatisfactory performances for the reason that some employers particularly bigger ones, circumvent the provisions of the act by splitting their concerns into smaller unlts. In most of these units workers are crowded in dark and dingy rooms. Besides, as the working class in India is mainly of rural stock has been maintaining ling with the villages and has shown great irregularity in attendance and punctuality of work.

It is observed that, through a worker today is more politically conscious than before more articulate in his criticism of the existing way of life & more sensitive to his conditions & hard ships. But, the organisation and unionism among them has not been healthy & united owing to the fact that phenomenal features of our unorganised as well as unprotected working class pertaining to the old & traditional outlooks.

Suggestions

It is being a morale obligation to pick out some fruitful suggestions for the well-being of our unorganised workers:

  1. It is an essential to understanding of the problems of different categories of unorganised workers for the formulation of suitable amelioratime measures for them.
  2. The employers or contractors must have a moral obligation to protect & safeguard the overall conditions of unorganised workers.
  3. With the spread of education & literacy programmes, the unorganised workers will be able to get their benefits, legitimate rights & proper awareness.
  4. Different legislative and administrative procedures applicable to small units or to contract jobs should be easy & simplified to facilitate their understanding & implementation.
  5. Government should set up a machinery to determine the legislative measures & enact suitable inspectorate for the effective & proper implementation of that provisions.
  6. Society, as a whole may provid an important & decisive role in providing legislative protection as well as upliftment of the unorganised working class.
  7. The service organisations, social platforms & co-operative societies should be taken vigorous steps towards protection of workers against exploitation, particularly of unorganised workers.

So, We must have to pay proper attention for the upliftment of our unorganised working class as more or less they have been a decisive role in our economy.
